Pet
Protection Amendment Passes in the Senate
On
Tuesday, September 22nd, 2005, Senator Daniel
Akaka introduced
an important amendment to the Agriculture
Appropriations
Bill that will help protect our nation's
companion animals.
We are happy to announce that this amendment
passed
in the Senate and will now be included in the
Agriculture
Appropriations Bill as it heads into conference
hearings.
Amendment
1729, called the Pet Protection Amendment,
prohibits federal
funds from being provided to a research facility
that
purchases animals from Class B dealers. Class B
animal
dealers collect dogs and cats from "random
sources"
and routinely violate the Animal Welfare Act.
In
his speech on the floor of the Senate, Senator
Akaka said,
"Class B-acquired animals have not had
standardized
care, nor is there any certainty of the history
of the
animals. These circumstances make them
unsuitable as research
subjects in any case, since they cannot be used
as control
cases or experimental animals." Often these
Class
B "random source" animals are obtained from
free-to-good home ads or stolen from backyards,
cars and
sidewalks.
